Chat Rate Limit and Whispers

If you send more than 20 commands or messages to the server within a 30 second period, you will get locked out for 8 hours automatically. These are not lifted so please be careful when working with IRC! With the introduction of whispering specific individuals. Do these whispers count toward the limit? If not, what is the limit for sending whispers to specific individuals and separate individuals?

Although now that whispers have been integrated into the main IRC server, is this still the same?
