Event notification on chanel

I’m trying to notify my account subscribers(or viewers) about some event (in my case donation).
Is there any possibility to do that via API? And i’d like to do that NOT with just message to chat.

I suppose you could send a whisper, but that sort of messaging instantly looks like spam
