There appears to be no way to get chapter information about a video through helix, is this true? The returned video has muted segments, and seems like it could have the same info for chapters with the game id so I could link directly?

That’s correct, it’s not possible to get chapter information. There’s already a suggestion on UserVoice you can vote for if it’s something you need Expose Games/Chapters on the Videos API – Twitch UserVoice
