How to send private message via api or irc

Is there a command to send a user a message to their inbox via irc or via the api?

I can currently open internet explorer from mirc onto the message compose page to the correct user who types in a chat command but don’t know how to auto fill the subject and the message content then submit the form.

Anyone know how to do this or an easier way?

There is no API to send a message to the inbox of a user, or privately via IRC.
