Special emotesets keep changing on every sent message

Regular emotesets (Turbo/Subs) seem fine, but special emotesets like the current football emotes don’t show up all at once in the emote-sets tag in the USERSTATE message, but keep changing every time.

Note the last emote-sets entry in the USERSTATE messages in the following raw IRC log:

This has been the case for other special emotesets before, I think it may also have been mentioned on this forum before, but I’m not sure. I definitely feel like it’s not intended behaviour, since all the temporary emotes you have should be usable all at once.

I’m seeing this behavior as well. I was caching the last seen emote-sets list so I could determine if I need to go get updated emotes, but this is causing it to fire every time. Is there a list of known sets that i rotates through so I could ignore them?
