I keep getting this message every time I try to submit the extension.
I tried changing the required data, but I’m not sure what’s wrong.

Just in case someone’s got the same confusing error:
Even if the interface says there’s a problem with “Version Details”, the real problem is having a previous version of the extension on an active review.
If you try to submit a new version without moving the older one to Local test, you’ll probably will get this error. Easy to fix
