Is it posible Notify with IRC when channel goes online?
Just like twitchnotify say “999 viewers resubscribed while you were away!” in the moment of online.
Can NOTICE add online states and offline states?
Polling「https://api.twitch.tv/kraken/streams?channel=test_channel」would delay several seconds, I want to know online/offline change immediately.

If you want to know when channels go online and offline, you will have to currently poll the Twitch API’s streams endpoint. It doesn’t make much sense for this information to be in chat, so Twitch will most likely not integrate this type of data event into chat.

ps. Why host has notice, but online does not. 
because Host causes a few chat messages, the page to change display modes and sends an additional chat message to the target channel.
So in summary, the page changes modes, so a chat message helps indicate this as well as the change in page title/video/info
