As the new API doesn’t support video uploads I’m needing to use v5. In order to test my implementation it seems like I need to be an affiliate or partner. What’s the recommended way of testing? Can my account and dev account be enabled to upload videos without bring an affiliate?

You would need to either work to become an affiliate yourself for testing, which is quite trivial to meet the requirements of, or work with another user who is an Affiliate or Partner. There are no ‘dev’ accounts, or accounts with special permissions that let you access things you wouldn’t normally be able to access.
