Is there any API for creating highlights, or do editors have to do that manually? I had intended on making a bot to do so if the API calls exist.
There is no API for creating highlights, unfortunately. I suggest adding a feature request at https://github.com/justintv/Twitch-API/issues although I doubt it will be implemented anytime soon.
