IRC bot Not Deploying to Heroku, but runs fine on Local Mechine

Hi!

I am trying to code my own Twitch IRC Bot, for My Stream (because I’m broke enough to not want to spend 25$ a month on Stream Labs Prime), and I am trying to auto deploy to Heroku (Free Version).

Here is the log for anyone who needs it.

The bot does connect to the IRC channel to my twitch account, so I can interact with it, and I do have a Windows Server thing ready to go if need be, but I would like to not have my network congested.

PS:
Its just the normal code that comes with the Github, with a Text only command, nothing complex.
