If I wanted to use the api, which returns Twitch content. Do I have permission to use the Twitch content in my own?
“Content” is very vague and make it impossible to answer the question. You can read the general API terms of service here: http://www.twitch.tv/user/legal?page=api_terms_of_service
For example the https://api.twitch.tv/kraken/games/top large and medium images. And the embedding video content shared through the share options.
